Bill would lift tax-dispute burden on big business

Missouri legislators are seeking to repeal a law that has put big businesses on the defensive in tax disputes with the state.
Current law places the burden of proof on the Department of Revenue in tax disputes with individuals and most businesses. But the law currently shifts responsibility to the taxpayer when that entity is a business worth more than $7 million that employs more than 500 people.
The Missouri Chamber of Commerce and Industry has denounced the law as a double standard that presumes big businesses are guilty until proven innocent.
The Senate passed legislation Thursday that would treat big businesses the same as all other taxpayers in disputes with the Department of Revenue. The House passed a similar measure earlier this month.
The tax burden bills are SB829 and HB1455.
