Polls opened at 6 a.m. across the state Tuesday and Jefferson City residents will decide who will fill the fifth ward council seat.

Cole County Clerk Steve Korsmeyer said the turnout in the morning was not as great as they had hoped for. He said the rainy and foggy weather conditions could have been a factor.
