Fulton man charged with kidnapping after woman found tied up with ropes
Police have charged a Fulton man with kidnapping and domestic assault after finding a woman tied up at a residence.
At approximately 1:10 p.m. the Fulton Police Department received a call to check for the well-being of the residents at the 300 block of Jefferson Street.
Upon arrival, police officers found a 27-year-old white woman who was tied up with ropes inside of the home, according to a FPD press release.
During the investigation it was discovered that 38-year-old Ryan O'Shana assaulted the victim and tied her up to keep her from leaving. The two had been in a relationship.
O'Shana was placed under arrest for second degree kidnapping and third degree domestic assault. He is currently being held at Callaway County Jail with no bond.
The woman was taken to a local hospital.
The investigation is on-going at this time.
